This is a typical militia checkpoint along a main route. You'll find these as you pass from one province to another. Many are manned by militia still loyal to the provincial governors or warlords friendly to the current government. Most of those not friendly to the current government have either been disbanded or are otherwise quiet -- at least for the time being!
